Carl Alameda

Carl Alameda is a public service professional with over 20 years of experience in local government, higher education, and property management. In his role as Assistant City Manager, he has led core city operations, including human resources, finance, emergency preparedness, and public communication. He was responsible for launching a citywide training and performance evaluation system that helped strengthen internal coordination and enhance organizational development.

His commitment to public administration began after earning a degree in political science with an emphasis on public administration from California Polytechnic State University. He then completed dual graduate degrees—a Master of Public Administration and a Master of Planning—at the University of Southern California, where he was recognized as a Dean’s Merit Scholar. This academic foundation prepared him for the practical challenges and leadership responsibilities of public service.

Throughout his career, he has served in several leadership roles, including Assistant City Manager and Director of Administrative Services. He also assumed interim leadership of both the Public Works and Finance departments during periods of transition. In these capacities, he managed city budgets, led labor negotiations, coordinated emergency planning, and oversaw departmental collaboration. He guided updates to employee evaluation systems, supported strategic initiatives, and acted as a liaison to the Art Commission and the Disaster Council.

In addition to his government service, he has nearly two decades of experience managing residential and commercial properties. His responsibilities have included overseeing Section 8 and market-rate housing, ensuring HUD compliance, managing maintenance operations, planning capital improvements, and maintaining financial accuracy through regular collaboration with accounting professionals. His property management approach emphasizes consistency, clear communication, and accountability.

Since 2018, he has served as an adjunct professor at the USC Sol Price School of Public Policy, teaching graduate-level courses in the Master of Public Administration program. His classes integrate academic theory with real-world experience, providing students with valuable insights into municipal leadership and public systems. His continued involvement with USC includes serving on the Board of Governors and participating in the alum association. He also played a key role in founding a fellowship program designed to support students preparing for careers in local government.

He has contributed to the advancement of public administration through service in professional organizations. He has held leadership roles, including serving as President of two associations and chairing a regional division, where he focused on supporting his peers, encouraging leadership growth, and promoting ethical governance.

Beyond his professional commitments, he has volunteered as a coach in youth and high school sports for nearly twenty years. His coaching background includes football, baseball, and softball, and he has held leadership roles in various local athletic programs. He remains involved with his high school and university through alum engagement and membership in a university athletic support group.
